रायगढ़, 27 अक्टूबर 2023/ कलेक्टर व जिला दण्डाधिकरी श्री कार्तिकेया गोयल ने 27 अक्टूबर 2023 को आदेश जारी कर आनन्द उर्फ मोनू केशरी, आ.ओमप्रकाश केशरी, निवासी-गंज पीछे खरसिया, थाना-खरसिया, जिला-रायगढ़ को एक साल के लिए जिला बदर कर दिया है। उन्होंने छत्तीसगढ़ राज्य सुरक्षा अधिनियम 1990 की धारा 3 एवं 5 के तहत जिला दण्डाधिकारी न्यायालय में चल रहे न्यायिक प्रकरण में यह आदेश पारित किया है। आदेश में उल्लेख है कि जब तक यह आदेश लागू रहेगा आनन्द उर्फ मोनू केशरी को चौबीस घंटे के भीतर जिला-रायगढ़ तथा समीपवर्ती जिले सारंगढ़-बिलाईगढ़, सक्ती, बलौदा बाजार, महासमुंद, जांजगीर-चाम्पा, कोरबा एवं जशपुर जिले के क्षेत्र से एक वर्ष के लिए बाहर जाना होगा। आनन्द उर्फ मोनू केशरी को उक्त अवधि में बिना वैधानिक अनुमति लिए इन जिलों की सीमा में प्रवेश नहीं करना है। इस आदेश का तुरंत पालन किया जाना होगा। पालन नहीं करने पर आनन्द उर्फ मोनू केशरी के विरूद्ध वैधानिक कार्यवाही की जावेगी। गौरतलब है कि पुलिस अधीक्षक रायगढ़ द्वारा प्रस्तुत प्रतिवेदन एवं अभियोजन साथियों द्वारा दिए गए बयान के आधार पर यह पाया गया कि आनन्द उर्फ मोनू केशरी पर 12 मार्च 2014 से 27 अक्टूबर 2016 तक थाना खरसिया, जिला-रायगढ़ में अपराध पंजीबद्ध हुए है। आनन्द उर्फ मोनू केशरी, दु:साहसिक एवं अपराधिक प्रवृत्ति का व्यक्ति है। आनन्द उर्फ मोनू केशरी के आपराधिक गतिविधियों से जनसामान्य के मौलिक अधिकारों का हनन हुआ है और उनके ऐसे कृत्यों से कानून व्यवस्था एवं लोक व्यवस्था पर प्रतिकूल प्रभाव पड़ा है। आनन्द उर्फ मोनू केशरी के ऐसे कृत्य से कभी भी सामाजिक शांति व्यवस्था भंग हो सकती है। उनके द्वारा ऐसे कई अपराध अपने साथियों के साथ मिलकर किया गया। खरसिया पुलिस द्वारा आनन्द उर्फ मोनू केशरी के विरूद्ध सामान्य कानून के तहत कई कार्यवाही की गई किन्तु उसके आचरण में कोई सुधार नहीं हुआ है। इसलिए खरसिया पुलिस द्वारा आनन्द उर्फ मोनू केशरी के विरूद्ध प्रतिबन्धात्मक कार्यवाही की गई जिसमें उसके विरूद्ध ईश्तगासा क्रमांक 19/14 धारा 110 जा.फौ. एवं अन्य धाराओं के तहत अनुविभागीय दण्डाधिकारी, खरसिया के न्यायालय में पेश किया गया, इसके उपरांत भी उसकी आपराधिक गतिविधियों और उसके आचरण में कोई सुधार नहीं हुआ। जबकि आनन्द उर्फ मोनू केशरी के विरूद्ध पूर्व में 15 मई 2014 को जिला बदर की कार्यवाही की गई थी, उक्त जिला बदर की कार्यवाही में अवधि पूर्ण होने के पश्चात आनन्द उर्फ मोनू केशरी पुन: आपराधिक गतिविधियों में संलिप्त हो गया। इसलिए पुलिस अधीक्षक रायगढ़ द्वारा आनन्द उर्फ मोनू केशरी के विरूद्ध प्रभावी नियंत्रण रखने के लिए छ.ग.राज्य सुरक्षा अधिनियम 1990 के तहत यह प्रकरण पुन: प्रस्तुत किया गया है। जिसके पश्चात जिला दण्डाधिकारी व कलेक्टर श्री गोयल ने आदेश पारित किया कि अनावेदक लगातार अपराधिक कृत्य में संलग्न होकर अपराधिकृत प्रवृत्ति का व्यक्ति है जिससे कानून व्यवस्था एवं लोक व्यवस्था पर प्रतिकूल प्रभाव पड़ रहा है। अत: राज्य सुरक्षा अधिनियम के उक्त प्रावधान के तहत उसे जिले से निष्कासित किए जाने का पर्याप्त कारण है। अत: राज्य की सुरक्षा व कानून व्यवस्था को बनाये रखने के लिए आनन्द उर्फ मोनू केशरी को छत्तीसगढ़ राज्य सुरक्षा अधिनियम 1990 की धारा 3 एवं 5 के तहत रायगढ़ जिले तथा समीपवर्ती जिले सारंगढ़-बिलाईगढ़, सक्ती, बलौदा बाजार, महासमुंद, जांजगीर-चाम्पा, कोरबा एवं जशपुर जिले से एक वर्ष की अवधि के लिए निष्कासित किया जाता है। आनन्द उर्फ मोनू केशरी को आदेश पारित होने के 24 घंटे के भीतर उक्त जिलों के क्षेत्र व सीमा से बाहर जाना होगा।
