16 हजार से अधिक किसानों ने बेचा धान, लघु एवं सीमांत किसानों को प्राथमिकता

रायगढ़, 13 दिसम्बर 2025/ जिले में समर्थन मूल्य पर धान खरीदी को लेकर किसानों में उत्साह, संतोष और विश्वास का वातावरण निर्मित हुआ है। शासन के स्पष्ट निर्देशों एवं कलेक्टर श्री मयंक चतुर्वेदी के सतत मार्गदर्शन में जिले के 105 उपार्जन केंद्रों में धान खरीदी की प्रक्रिया पूरी तरह सुचारू, पारदर्शी एवं किसान-हितैषी ढंग से संचालित की जा रही है। प्रशासन द्वारा किसानों की सुविधा को सर्वोच्च प्राथमिकता देते हुए टोकन जारी करने से लेकर उपार्जन केंद्र तक पहुंच, धान की तौल, खरीदी और भुगतान तक की समस्त प्रक्रिया को सरल, सुव्यवस्थित और समयबद्ध बनाया गया है। इसका सकारात्मक परिणाम यह है कि किसान बिना किसी असुविधा के समय पर अपना धान विक्रय कर पा रहे हैं।
धान खरीदी व्यवस्था की नोडल अधिकारियों द्वारा सतत मॉनिटरिंग की जा रही है। किसी भी उपार्जन केंद्र पर यदि कोई समस्या सामने आती है तो उसका तत्काल समाधान कर किसानों को राहत पहुंचाई जा रही है। इससे किसानों में संतोष और भरोसे का माहौल बना हुआ है। कलेक्टर ने स्पष्ट किया है कि किसानों की सुविधा, पारदर्शिता और समय पर भुगतान प्रशासन की सर्वोच्च प्राथमिकता है।
अब तक 16 हजार से अधिक किसानों ने बेचा धान
जिले में अब तक 16,000 से अधिक किसानों ने समर्थन मूल्य पर अपना धान विक्रय किया है। इनमें 6,340 सीमांत किसान, 8,511 लघु किसान एवं 1,179 बड़े किसान शामिल हैं। धान खरीदी में लघु एवं सीमांत किसानों को प्राथमिकता दिए जाने से छोटे किसानों को सीधा लाभ मिल रहा है और उनमें संतोष का भाव स्पष्ट रूप से परिलक्षित हो रहा है।
रिकॉर्ड मात्रा में धान खरीदी, भुगतान में पूर्ण पारदर्शिता
अब तक जिले में 8,89,778.80 क्विंटल धान की खरीदी की जा चुकी है। प्रशासन द्वारा यह सुनिश्चित किया गया है कि किसानों को धान विक्रय के पश्चात भुगतान में किसी प्रकार की देरी न हो। इसके परिणामस्वरूप किसानों के बैंक खातों में अब तक 18,176.75 लाख रुपए से अधिक की राशि का सीधा भुगतान किया जा चुका है। इसके साथ ही 3,308.76 लाख रुपए की ऋण वसूली की गई है। जिले में लगभग 493.754 हेक्टेयर रकबा समर्पित किया गया है, जिससे अन्य किसानों को भी समय पर धान विक्रय का अवसर मिल रहा है। रकबा समर्पण से वास्तविक किसानों को सीधा लाभ मिल रहा है और कोचियों व बिचौलियों द्वारा अवैध धान विक्रय की संभावनाओं पर प्रभावी रोक लगी है।
अवैध धान परिवहन व भंडारण पर सख्त कार्रवाई
कलेक्टर के स्पष्ट निर्देशों के तहत जिले में अवैध धान परिवहन एवं भंडारण के मामलों पर सख्ती से कार्रवाई की जा रही है। अब तक 121 प्रकरण दर्ज किए जा चुके हैं, जिनमें 28,236.80 क्विंटल से अधिक धान जब्त किया गया है। सभी मामलों में मंडी अधिनियम के तहत कार्रवाई की गई है। कलेक्टर ने स्पष्ट किया है कि वास्तविक किसानों के अधिकारों से किसी भी प्रकार का समझौता नहीं किया जाएगा, जबकि अवैध गतिविधियों में संलिप्त लोगों पर कठोर कार्रवाई जारी रहेगी। जिले में धान खरीदी व्यवस्था को सुव्यवस्थित एवं पारदर्शी बनाए रखने के लिए कलेक्टर ने सभी जिला नोडल अधिकारियों को निर्देश दिए हैं कि वे अपने-अपने समितियों में उपस्थित रहकर धान खरीदी स्टॉक का भौतिक सत्यापन सुनिश्चित करें। सत्यापन के दौरान स्टैकिंग शासन की गाइडलाइन के अनुसार हो तथा बारदानों का भी भौतिक सत्यापन किया जाए।
उपार्जन केंद्रों पर सभी आवश्यक सुविधाएं
सभी उपार्जन केंद्रों पर किसानों के लिए बैठने की व्यवस्था, छांव, पेयजल, तौल मशीनों की उपलब्धता एवं सुव्यवस्थित खरीदी सुनिश्चित की गई है। अपर कलेक्टर एवं नोडल अधिकारी श्री अपूर्व प्रियेश टोप्पो ने बताया कि समिति प्रबंधकों एवं केंद्र प्रभारियों को स्पष्ट निर्देश दिए गए हैं कि धान विक्रय के दौरान किसानों को किसी भी प्रकार की परेशानी न हो। धान खरीदी की इस सुव्यवस्थित, पारदर्शी और संवेदनशील व्यवस्था से जिले में सकारात्मक माहौल बना है और किसान संतोष एवं भरोसे के साथ धान विक्रय कर रहे हैं।
तूहर टोकन ऐप अब 24×7 उपलब्ध
जिला खाद्य अधिकारी ने बताया कि किसानों की सुविधा को ध्यान में रखते हुए ऑनलाइन तूहर टोकन ऐप के साथ-साथ ऑफलाइन टोकन व्यवस्था भी लागू की गई है, जिससे डिजिटल माध्यमों में असहज किसानों को भी राहत मिल रही है। राज्य सरकार ने किसानों के हित में बड़ा निर्णय लेते हुए तूहर टोकन ऐप को 24 घंटे, सातों दिन उपलब्ध करा दिया है। अब किसानों को टोकन लेने के लिए किसी निर्धारित समय की बाध्यता नहीं रहेगी। किसान 13 जनवरी तक अगले 20 दिनों के लिए टोकन प्राप्त कर सकेंगे। मुख्यमंत्री श्री विष्णु देव साय के निर्देश पर 2 एकड़ एवं 2 एकड़ से कम रकबा वाले किसानों को विशेष राहत देते हुए 31 जनवरी तक टोकन लेने की सुविधा प्रदान की गई है, जिससे लघु किसानों को वास्तविक लाभ मिल रहा है।
