रायगढ़, 28 नवम्बर 2024/ छत्तीसगढ़ शासन के मंशानुरूप निर्माण श्रमिकों के अधिकाधिक पंजीयन एवं योजनाओं के लाभ प्रदाय करने हेतु जिला रायगढ़ अंतर्गत श्रमिक बाहुल्य क्षेत्र, चावड़ी, निर्माणाधीन भवनों एवं कार्य स्थलों में विशेष श्रम शिविरों का आयोजन किया जा रहा है।
 इसी तारतम्य में आज अपेक्स हॉस्पिटल, छातामुड़ा चौक रायगढ़ के नवीन निर्माणाधीन अस्पताल भवन में पंजीयन शिविर आयोजित किया गया। जहॉं पर 50 से अधिक निर्माण श्रमिक कार्यरत पाये गये जिसमें से लगभग 37 श्रमिक झारखण्ड राज्य के हैं एवं शेष श्रमिक के जो छत्तीसगढ़ के निवासी हैं उनका श्रम पंजीयन आवेदन किया गया। निर्माण स्थल पर नियोजक द्वारा श्रम कानूनों का पालन किया जा रहा है या नहीं की जॉंच हेतु सहायक श्रमायुक्त के निर्देशानुसार श्रम निरीक्षक श्री डीलेन्द्र चौधरी व श्रम कल्याण अधिकारी श्री सौरभ पाण्डेय द्वारा स्थल निरीक्षण भी किया गया। जॉंच के दौरान पाया गया कि अस्पताल प्रबंधन व ठेकेदार द्वारा अंतर्राज्यीय प्रवासी कर्मकार अधिनियम 1979 के तहत् अनुज्ञप्ति नहीं लिया गया, भवन एवं अन्य सन्निर्माण कर्मकार कल्याण अधिनियम 1996 के तहत ठेकेदार द्वारा पंजीयन नहीं कराया गया, न्यूनतम वेतन अधिनियम 1948 के तहत श्रमिकों को न्यूनतम वेतन का भुगतान नहीं किया जा रहा है साथ ही समान कार्य के लिए महिला एवं पुरूष श्रमिकों को समान वेतन न देकर सामान पारिश्रमिक अधिनियम 1976 का उल्लंघन किया गया। जिसके संबंध में प्रमुख नियोजक (अस्पताल प्रबंधन) व ठेकेदार को कारण बताओ सूचना पत्र जारी किया गया है।
            समस्त निर्माण श्रमिकों को सूचित किया जाता है कि श्रम विभाग द्वारा प्रत्येक 06 माह (अप्रैल, अक्टूबर) में अनुसूचित सामान्य नियोजन में नियोजित श्रमिकों के लिए न्यूनतम मजदूरी दर जारी की जाती है एवं विभिन्न श्रम अधिनियमों के माध्यम से श्रमिकों के आर्थिक, शारीरिक एवं सामाजिक हितों के संरक्षण का उपाय किया जाता है। ऐसे समस्त निर्माण श्रमिकों से अपील है कि यदि नियोजक द्वारा उन्हें न्यूनतम वेतन से कम मजदूरी का भुगतान किया जाता है तो वे टोल फ्री नंबर 0771-3505050 या सहायक श्रमायुक्त कार्यालय रायगढ़ में सम्पर्क कर शिकायत प्रस्तुत कर सकते हैं। श्रम विभाग द्वारा शिकायतों पर त्वरित कार्यवाही करते हुए विभिन्न श्रम अधिनियमों का प्रवर्तन कर श्रमिकों की सेवा शर्तो का नियमन कराना, श्रमिकों का वेतन एवं कार्य दशायें को सुनिश्चित कराना श्रम विभाग का मुख्य दायित्व है।
