नकली दुग्ध उत्पाद बनाने वालों के खिलाफ छत्तीसगढ़ सरकार की कार्यवाही
ओरिजनल दूध से बने उत्पाद ग्राहकों के सेहत के लिए उपयुक्त
सारंगढ़-बिलाईगढ़, 2 अगस्त 2026/उपभोक्ताओं के स्वास्थ्य की सुरक्षा एवं खाद्य पदार्थों की गुणवत्ता सुनिश्चित करने के उद्देश्य से छत्तीसगढ़ शासन द्वारा महत्वपूर्ण निर्णय लिया गया है। लोक स्वास्थ्य एवं परिवार कल्याण विभाग द्वारा राजपत्र में 31 जुलाई 2026 से जारी अधिसूचना के अनुसार छत्तीसगढ़ राज्य की संपूर्ण भौगोलिक सीमा, जिसमें जिला सारंगढ़- बिलाईगढ़ भी शामिल है, में अमानकीकृत डेयरी एनालॉग (एनालॉग पनीर) तथा ऐसे गैर-दुग्ध उत्पाद जो दूध उत्पाद के रूप में प्रस्तुत किए जाते हैं, के निर्माण, प्रसंस्करण, भंडारण, परिवहन, वितरण एवं विक्रय पर तत्काल प्रभाव से प्रतिबंध लगाया गया है।
यह निर्णय खाद्य सुरक्षा एवं मानक अधिनियम, 2006 की धारा 18 एवं 30 के अंतर्गत प्रदत्त शक्तियों का उपयोग करते हुए लिया गया है। विभागीय परीक्षण, प्रयोगशाला विश्लेषण एवं जोखिम मूल्यांकन में यह पाया गया कि कुछ उत्पाद वास्तविक दूध से निर्मित नहीं होने के बावजूद पनीर, क्रीम, मक्खन अथवा अन्य दुग्ध उत्पादों के रूप में उपभोक्ताओं के समक्ष प्रस्तुत किए जा रहे थे, जिससे उपभोक्ता भ्रमित हो सकते हैं तथा उनके स्वास्थ्य पर प्रतिकूल प्रभाव पड़ने की आशंका रहती है।
आदेश के अनुसार ऐसे सभी उत्पाद प्रतिबंधित रहेंगे जो वास्तविक दुग्ध उत्पाद नहीं हैं तथा जिनमें दूध के स्थान पर वनस्पति वसा, वनस्पति तेल अथवा अन्य गैर-दुग्ध अवयवों का उपयोग किया गया हो या जिनकी लेबलिंग, पैकेजिंग अथवा प्रस्तुति उपभोक्ताओं को वास्तविक दुग्ध उत्पाद होने का भ्रम उत्पन्न करती हो।
हालांकि, फ्रोजन डेज़र्ट, प्रोसेस्ड चीज़ एवं मिक्स्ड फैट स्प्रेड जैसे विधिवत मानकीकृत उत्पाद इस प्रतिबंध के दायरे में शामिल नहीं हैं।
यह प्रतिबंध राजपत्र में प्रकाशन की तिथि से एक वर्ष तक अथवा भारतीय खाद्य सुरक्षा एवं मानक प्राधिकरण द्वारा इस संबंध में अंतिम नियम जारी किए जाने तक, जो भी पहले हो, प्रभावी रहेगा। ओरिजनल दूध से बने उत्पाद ग्राहकों के सेहत के लिए उपयुक्त है। खाद्य एवं औषधि प्रशासन, जिला सारंगढ़-बिलाईगढ़ द्वारा सारंगढ़ के होटल और ढाबा में नकली दूध उत्पाद का जांच किया गया है और जिले के सभी खाद्य कारोबार संचालकों, डेयरी उत्पाद निर्माताओं, थोक एवं फुटकर विक्रेताओं से शासन के निर्देशों का अनिवार्य रूप से पालन करने की अपील की गई है।
