रायगढ़, 22 फरवरी 2024/ माननीय सर्वोच्च न्यायालय नई दिल्ली द्वारा पारित आदेश के परिप्रेक्ष्य में तथा सामान्य प्रशासन विभाग मंत्रालय महानदी भवन नवा रायपुर का आदेश द्वारा नोटिफाईड की गई, कमेटी की प्रथम बैठक 21 फरवरी को अपरान्ह में जिला न्यायालय, रायगढ़ के सभागार में जिला न्यायाधीश श्री अरविन्द कुमार सिन्हा, अध्यक्ष जिला स्तरीय समिति की अध्यक्षता में श्रीमती स्मिता श्रीवास्तव सिन्हा, संयोजक/सचिव जिला विधिक सेवा प्राधिकरण द्वारा आयोजित की गई। उक्त बैठक में गठित समिति के अन्य सदस्य श्री कार्तिकेया गोयल, कलेक्टर रायगढ़, श्री लाल कुमार चौहान कलेक्टर, सारंगढ़-बिलाईगढ़, श्री दिव्यांग पटेल पुलिस अधीक्षक रायगढ़ एवं श्री मनीष कुमार अतिरिक्त पुलिस अधीक्षक सारंगढ़-बिलाईगढ़, श्री एस.पी.कुर्रे, उपजेल अधीक्षक, रायगढ एवं श्री संदीप कश्यप, उपजेल अधीक्षक सारंगढ़-बिलाईगढ़ की सदस्यता में संपत्र हुई। समिति के उक्त सदस्यों के अतिरिक्त श्री कमलेश जगदल्ला, प्रथम अपर जिला एवं सत्र न्यायाधीश, श्री दीपक कुमार कोशले, मुख्य न्यायिक मजिस्ट्रेट, रायगढ तथा श्रीमती पारूल श्रीवास्तव, मुख्य न्यायिक मजिस्ट्रेट, सारंगढ-बिलाईगढ़ भी शामिल रहे।
बैठक में जेलों में उपलब्ध बुनियादी ढांचे का आंकलन करने, निर्मित की जाने वाली अतिरिक्त जेलों की संख्या पर विचार करने, मॉडल जेल मैन्युअल, 2016 में निर्धारित मानक को पूरा करने के लिये मौजूदा जेलों की वर्तमान क्षमता और अधिक जेलों के निर्माण या मौजूदा जेलों की क्षमता को बढ़ाने की आवश्यकता का आंकलन करने, आर्टिफिशियल इंटीलेजेन्स को शामिल करने एवं बंदियों से मुलाकात एवं डेली मेडिकल सुविधाओं के संचालन के लिये विडियो कान्फ्रेन्सिंग की शुरूआत पर विचार करने की आवश्यकता पर चर्चा की गई। बैठक में उपस्थित जिला जेल रायगढ़ एवं उपजेल सारंगढ़ के उपस्थित जेल अधीक्षक द्वारा वर्तमान में जेल में अधिकतम बंदियों की क्षमता, वर्तमान स्थिति तथा आवश्यकता से अवगत कराया गया। बैठक में समिति के अध्यक्ष श्री अरविन्द कुमार सिन्हा जिला न्यायाधीश तथा श्री कार्तिकेया गोयल सदस्य/कलेक्टर रायगढ़ एवं श्री लाल कुमार चौहान, सदस्य/कलेक्टर सारंगढ़-बिलाईगढ द्वारा वर्तमान स्थित दोनों जेलों के संबंध में वहॉ के उपजेल अधीक्षक को आगामी 50 वर्षों की आवश्यकता को ध्यान में रखते हुए नवीन केन्द्रीय/ जिला/ उपजेल नियमावली 2016 के अनुसार जेलों की वर्तमान क्षमता, उपयोग और भविष्य की मांगों के आधार पर जेलों के भीतर मौजूदा जेलों के विस्तार और नई जेलों की स्थापना के लिये भूमि अधिग्रहण की आवश्यकता की जॉच कर आवश्यक कदम उठाने तथा उक्त पर प्रस्ताव तैयार करने हेतु निर्देशित किया गया जिसमें कैदियों की अधिकृत जनसंख्या क्रमश: 1000, 500 एवं 200 कैदियों पर आधारित पृथक प्रस्ताव तैयार करने हेतु निर्देशित किया गया। जिसके आधार पर प्रशासन द्वारा उक्त समस्त बिन्दुओं को ध्यान में रखते हुए, भूमि अधिग्रहण एवं बजट पर निर्धारण आगामी बैठकों में किया जा सके।
