व्यय अनुवीक्षण के संबंध में बैंक शाखा प्रबंधकों की ली बैठक
रायगढ़, 9 अप्रैल 2024/ सभी बैंकों के सभी शाखाओं को बैंकों में हुए संदेहास्पद लेने-देन की जानकारी तय फार्मेट में अनिवार्य रूप से प्रति दिवस देनी है। इसी तरह बिना क्यूआर कोड के एटीएम में कैश जमा करने वाले वाहनों का परिचालन नहीं होगा। क्यूआर कोड के बिना कैश मूवमेंट करने वाले वाहनों का परिचालन करते पकड़ा गया तो पूरे कैश को सीज कर दिया जाएगा। उक्त बातें कलेेक्टर एवं जिला निर्वाचन अधिकारी श्री कार्तिकेया गोयल ने आज लोकसभा निर्वाचन व्यय अनुवीक्षण के संबंध में जिले के बैंक प्रबंधकों की बैठक में कही।
बैठक में उन्होंने व्यय अनुवीक्षण के संबंध में बैंकों के लिए तय कार्यों को गंभीरता से करने की बात कही। इस दौरान उन्होंने बैंकों में हुए संदेहास्पद लेन-देन, बड़ी मात्रा में 10 लाख तक की राशि जमा अथवा निकासी, उम्मीदवारों एवं उनके परिवार के सदस्यों के एकाउंट से 1 लाख रुपए तक जमा अथवा निकासी, किसी एक एकाउंट से बहुत सारे एकाउंट में अचानक हो रहे ट्रांजेक्शन इन सभी बातों की रिपोर्टिंग तय फार्मेट में प्रति दिवस अनिवार्य रूप से देने के निर्देश दिए।
पुलिस अधीक्षक श्री दिव्यांग पटेल ने साइबर फ्राड संबंधित शिकायत पर बैंकों द्वारा त्वरित रूप में किए जाने वाले कार्यों की जानकारी दी। उन्होंने कहा कि साइबर फ्राड की शिकायत पर तत्काल फ्राड करने वाले बैंक एकाउंट को होल्ड किया जाए, ताकि फ्राड कैश का आहरण न कर सके। इसी तरह साइबर फ्राड के केसेस में प्रार्थी को रुपए वापस करने संबंधित कोट के फैसला पर त्वरित कार्यवाही करें। इसीतरह पुलिस अधीक्षक श्री पटेल ने सभी बैंकों के सीसीटीवी और एमरजेंसी अलार्म को अच्छी तरह अपडेट रखने की बात कही। अपर कलेक्टर एवं उप जिला निवार्चन अधिकारी श्री राजीव कुमार पाण्डेय ने व्यय अनुवीक्षण के संबंध में जिले के बैकों के सभी ब्रांच द्वारा किए जाने वाले पांच तरह के कार्यों की विस्तार से जानकारी दी। उन्होंने सभी बैंकों द्वारा समय सीमा पर तय फार्मेट में प्रति दिवस एसटीआर उपलब्ध कराने की बात कही। इस दौरान उन्होंने निर्वाचन आयोग के दिशा-निर्देश के अनुसार उम्मीदवारों के बैंक एकाउंट खोलने और उन्हें चेक आदि सुविधा उपलब्ध कराने में तत्परता बरतने की बात कही। अपर कलेक्टर व उप जिला निर्वाचन अधिकारी श्री पाण्डेय ने बताया कि उम्मीदवार पूरे निर्वाचन प्रक्रिया के दौरान नाम निर्देशन के लिए खुलवाए गए बैंक एकाउंट से अधिकतम 10 हजार रुपए ही कैश निकाल सकते हैं। इससे ज्यादा उम्मीदवार किसी भी परिस्थिति में संबंधित एकाउंट से कैश नहीं निकाल सकते। इसी तरह आयोग के निर्देश अनुसार लोकसभा उम्मीदवार अधीकतम 95 लाख रुपए से ज्यादा खर्च नहीं कर सकते हैं। इस दौरान उन्होंने पार्टी विशेष व पार्टी पदाधिकारियों के बैंक एकाउंट से राशि निकालने व जमा करने की स्थिति पर नजर बनाए रखने की बात कही। बैठक में संयुक्त कलेक्टर एवं व्यय अनुवीक्षण नोडल श्रीमती ऋषा ठाकुर, जिला मास्टर ट्रेनस श्री राजेश डेनियल, श्री विकास रंजन सिन्हा सहित सभी बैंकों के प्रतिनिधि उपस्थित थे।
