रायगढ़,9 दिसम्बर 2025/ खाद्य सुरक्षा एवं औषधि प्रशासन, जिला रायगढ़ द्वारा सामान्य नागरिकों एवं खाद्य कारोबारकर्ताओं से अपील की गई है कि खाद्य पदार्थों के पैकेजिंग, परोसने एवं पार्सल के लिए अखबारी कागज, न्यूज पेपर अथवा अन्य प्रिंटेड पेपर का उपयोग कतई न करें। अखबारी कागज में प्रयुक्त स्याही कारसिनोजेनिक प्रकृति की होती है, जो मानव स्वास्थ्य के लिए अत्यंत हानिकारक है।
अभिहित अधिकारी खाद्य एवं औषधि प्रशासन, रायगढ़ ने जानकारी देते हुए बताया कि खाद्य सुरक्षा एवं मानक अधिनियम, 2006 की धारा 26 एवं 27 के अनुसार प्रत्येक खाद्य कारोबारकर्ता का यह दायित्व है कि वह अधिनियम के सभी प्रावधानों का पालन करते हुए आम नागरिकों को स्वच्छ, सुरक्षित एवं गुणवत्तापूर्ण खाद्य पदार्थ उपलब्ध कराए। इसी क्रम में खाद्य सुरक्षा एवं मानक (पैकेजिंग) विनियम, 2018 की कंडिका 3(1) में स्पष्ट उल्लेख है कि खाद्य कारोबारकर्ता द्वारा उपयोग की जाने वाली पैकेजिंग सामग्री निर्धारित मानकों के अनुरूप होनी चाहिए। वहीं कंडिका 3(11) में यह भी स्पष्ट किया गया है कि अखबार या किसी भी प्रकार के प्रिंटेड पेपर का उपयोग खाद्य पदार्थों को लपेटने अथवा भंडारण के लिए नहीं किया जा सकता। खाद्य पदार्थों की पैकेजिंग एवं परोसने में अखबारी कागज के बढ़ते उपयोग की रोकथाम हेतु जिला प्रशासन द्वारा निम्न कार्यवाही सुनिश्चित की जाएगी।
राज्य एवं जिला स्तर पर विभागीय हेल्पलाइन नंबर 9340597097 के माध्यम से आम नागरिकों से शिकायतें प्राप्त की जाएंगी। अखबारी कागज का उपयोग करने वाले खाद्य कारोबारकर्ताओं के परिसरों का निरीक्षण किया जाएगा। प्रथम बार पाए जाने पर उन्हें समझाइश दी जाएगी, सुरक्षित विकल्पों की जानकारी दी जाएगी एवं लिखित चेतावनी नोटिस जारी किया जाएगा। चलित खाद्य परीक्षण के माध्यम से कागज के उपयोग से होने वाले दुष्प्रभावों के संबंध में खाद्य कारोबारकर्ताओं एवं सामान्य जन को जागरूक किया जाएगा। समझाइश के पश्चात भी यदि कोई खाद्य कारोबारकर्ता अखबारी कागज का उपयोग करता पाया जाता है, तो उसके विरुद्ध खाद्य सुरक्षा एवं मानक अधिनियम, 2006 के अंतर्गत कड़ी विधिक कार्रवाई की जाएगी। इस दौरान धारा 69 के तहत मौके पर जुर्माना अथवा धारा 55 एवं 58 के अंतर्गत माननीय न्यायालय में अभियोग पत्र प्रस्तुत किया जाएगा। बार-बार समझाइश के बाद भी नियमों का उल्लंघन करने वाले खाद्य कारोबारकर्ताओं की जानकारी कार्यालय उप संचालक, खाद्य एवं औषधि प्रशासन, जिंदल रोड, भगवानपुर, रायगढ़ अथवा खाद्य एवं औषधि प्रशासन की जन शिकायत प्रणाली में दी जा सकती है।
