कानून कायदों का उपहास उड़ाते निजी अवैध स्कूली वाहन हुए बेलगाम, प्रशासन बेखबर नहीं बेपरवाह
रायगढ़। बच्चों की सुरक्षा से जुड़ी गंभीर खबर के प्रकाशन के बावजूद न परिवहन विभाग हरकत में आया, न पुलिस प्रशासन और न ही जिला प्रशासन ने कोई ठोस कदम उठाया। सड़कों पर वही नजारा बिना पीली पट्टी, बिना कमर्शियल पंजीयन, बिना फिटनेस और बिना बीमा के स्कूली वाहन धड़ल्ले से दौड़ते रहे। सवाल साफ है कि क्या किसी बड़े हादसे का इंतजार किया जा रहा है?
खबर ने जिस सच्चाई को उजागर किया था, वह आज भी जस की तस है। कमर्शियल पंजीयन के बिना अवैध बसें, वैन और ऑटो सुबह-शाम बच्चों को ठूंस-ठूंसकर ढो रहे हैं। ओवरलोडिंग खुलेआम हो रही है, चालक अनुभवहीन हैं और वाहन जर्जर हालत में। इसके बावजूद जिम्मेदार मूक दर्शक बने हुए हैं। यह लापरवाही नहीं, जवाबदेही से पलायन है।
सूत्र बताते हैं कि खबर के बाद कुछ “आंतरिक चर्चाएं” जरूर हुईं, लेकिन जमीन पर कोई अभियान, कोई जब्ती, कोई लाइसेंस निरस्तीकरण नहीं दिखा। यदि कार्रवाई हुई भी, तो वह कागजी रही। नतीजा अवैध वाहन संचालकों के हौसले और बुलंद, नियमों की धज्जियां और ज्यादा बेधड़क।
सब जानते हैं, फिर भी चुप्पी क्यों?…
परिवहन विभाग को अवैध वाहनों की सूची मालूम है। पुलिस को रूट और समय पता है। स्कूल प्रबंधन जानते हैं कि किस वाहन से बच्चे आ-जा रहे हैं। फिर भी सामूहिक चुप्पी क्यों? क्या यह मिलीभगत नहीं? या फिर बच्चों की सुरक्षा प्रशासन की प्राथमिकता सूची में कहीं नीचे है?

बिना बीमा दुर्घटना में जिम्मेदारी कौन लेगा? बिना फिटनेस ब्रेक फेल, टायर घिसे, इंजन जर्जर। बिना सुरक्षा मानक फर्स्ट-एड, अग्निशमन, स्पीड अलार्म नदारद। ओवरलोडिंग एक चूक, कई मासूमों की जिंदगी दांव पर। कानून किताबों में, सड़कों पर नहीं स्कूली वाहनों के अनिवार्य मानक वर्षों से तय हैं, लेकिन पालन शून्य। यह नियमों की हत्या है और जिम्मेदारों की संस्थागत विफलता का प्रमाण।

बिना कमर्शियल रजिस्ट्रेशन वाले सभी स्कूली वाहनों की तत्काल जब्त किया जाए। विशेष संयुक्त जांच अभियान परिवहन, पुलिस और शिक्षा विभाग की टीम से चलाया जाए। नियम तोड़ने वाले स्कूलों पर भारी जुर्माना व मान्यता पर कार्रवाई। दोषी अधिकारियों की जवाबदेही तय कर अनुशासनात्मक कार्रवाई।
बहरहाल मासूम बच्चों की जान पर प्रयोग बंद हों। प्रशासन अगर अब भी नहीं जागा, तो यह चुप्पी अपराध मानी जाएगी। कानून को सड़कों पर उतारिए वरना इतिहास गवाह रहेगा कि खबरें चेतावनी देती रहीं और जिम्मेदार सोते रहे
