रायगढ़, 27 नवम्बर2023/ कलेक्टर श्री कार्तिकेया गोयल के निर्देशन पर आज कलेक्टोरेट सभाकक्ष में धान उपार्जन खरीफ वर्ष-2023 हेतु नोडल अधिकारियों के रूप नियुक्त पटवारियों को वीडियो कांफ्रेंसिंग के माध्यम से ऑनलाइन प्रशिक्षण प्रदान किया गया। प्रशिक्षण कार्यक्रम में अपर कलेक्टर श्री राजीव कुमार पाण्डेय शामिल हुए। अपर कलेक्टर श्री पाण्डेय ने कहा कि शासन द्वारा गुणवत्तापूर्ण एवं सुचारू धान खरीदी के क्रियान्वयन हेतु नियुक्त नोडल अधिकारी अपने दायित्वों का निर्वहन करेंगे। इसके साथ ही प्रति सप्ताह उपार्जन केन्द्रों का निरीक्षण करते हुए मॉनिटरिंग सुनिश्चित करेंगे। जिसमें धान उपार्जन से संबंधित विभाग से आपको सहयोग प्राप्त होगा।
प्रशिक्षण में डीएमओ मार्कफेड श्री प्रवीण पैकरा ने धान खरीदी के संबंध में धान की ग्रेड, किस्म, नमी मापन कर धान की गुणवत्ता की जांच के संबंध में जानकारी दी। इसी प्रकार उपार्जन केन्द्रों की तैयारी, औसत गुणवत्ता, टोकन जारी करने की व्यवस्था, सुरक्षित भंडारण, धान खरीदी में प्रयुक्त एवं खाली बारदानों का भौतिक सत्यापन, धान खरीदी से संबंधित समस्याओं के निराकरण हेतु संबंधित अधिकारियों की जानकारी एवं कंट्रोल रूम नंबर के संबंध में विस्तृत जानकारी भी प्रदान की। अपर कलेक्टर श्री पाण्डेय ने प्रशिक्षण में खरीदी के दौरान प्रयुक्त उपकरणों के बारे में जानकारी देते हुए बताया गया कि कांटा, बाट, मशीन नापतौल विभाग से सत्यापित होना चाहिए। इसके साथ ही नमी मापक यंत्र उत्तम गुणवत्ता तथा पुराने नमी मापक यंत्रों का केलीब्रेशन पूर्ण होना चाहिए। साथ ही सभी उपार्जन केन्द्रों में सुतली, रंग, स्टैंसिल, डनेज हेतु प्लास्टिक के बोरे, धान भूसे की पर्याप्त मात्रा में उपलब्ध होना सुनिश्चित करें। उन्होंने बरदानों की व्यवस्था व रख-रखाव की भी जानकारी दी। डीएमओ श्री पैकरा ने नोडल अधिकारियों को धान उपार्जन प्रक्रिया की जानकारी देते बताया कि पंजीकृत किसानों से जारी टोकन अनुसार धान उपार्जन किया जाना हैं। इस दौरान उन्होंने बताया कि उपार्जन केन्द्रों से जीपीएस लगे वाहनों से ही धान परिवहन किया जाएगा एवं मिलर द्वारा मिल माड्यूल से उसी ट्रक को उपार्जन केन्द्रों में भेजा जाएगा, जिसमें जीपीएस लगा तथा शासन के सर्वर में रजिस्टर हैं। प्रशिक्षण में नोडल अधिकारियों ने अपनी शंकाओं का समाधान भी किया।
