जिला स्तरीय समिति द्वारा किया गया 13 दुकानों का चयन
रायगढ़, 11 मई 2024/ जिला रायगढ़ अंतर्गत संचालित देशी एवं विदेशी मदिरा की फुटकर दुकानों के परिसर से संलग्न अहातों, जिनमें मदिरा उपभोग की अनुमति लाइसेंस शर्तों के अधीन प्रदान की जाएगी के व्यवस्थापन हेतु इच्छुक निविदादाताओं से ऑनलाइन माध्यम से आवेदन मंगाए गए थे, जिन्हे आबकारी विभाग से जारी निर्देशों का पालन करते हुए मतदान तिथि के पश्चात 10 मई 2024 को सृजन सभाकक्ष कलेक्ट्रेट रायगढ़ में खोला गया। जिला रायगढ़ की कुल 36 में से 26 मदिरा दुकानों हेतु आवेदन आमंत्रित किए गए थे जिनमे से 13 मदिरा दुकानों हेतु कुल 31 आवेदन ऑनलाइन माध्यम से प्राप्त हुए । चयन के दिन वास्तविक कार्यवाही का संपादन करने के पूर्व निविदादाताओं को प्रक्रिया की जानकारी दी गई। प्रक्रिया को सभी निविदादाताओं की सहूलियत के लिए बड़े परदे पर दिखाया गया। सभी 13 दुकानों के लिए आवेदन की संख्या अनुसार प्रथम, द्वितीय और तृतीय उच्च बोली वाले निविदादाताओं का चयन जिला स्तरीय समिति द्वारा NIC के डेटाबेस से किया गया है। चयनित प्रथम, द्वितीय एवं तृतीय निविदादाता को अपने निविदा प्रपत्र में वर्णित जानकारियों के समर्थन में मूल अभिलेखों के साथ दो कार्य दिवस के भीतर स्वयं उपस्थित होने के लिए निर्देशित किया गया है।
चयनित प्रथम निविदादाता को आबकारी विभाग द्वारा निर्धारित अग्रिम राजस्व की अदायगी भी चयन के दो कार्य दिवस के भीतर करना है। जिला स्तरीय उपसमिति द्वारा उसी दिन दस्तावेजों के परीक्षण उपरान्त लाइसेंस जारी करने की प्रक्रिया पूरी की जाएगी। दस्तावेज परीक्षण और अग्रिम राजस्व जमा करने में असफल रहने पर चयन स्वयमेव निरस्त हो जायेगा एवं द्वितीय क्रम में चयनित आवेदक को अवसर दिया जाएगा तथा ऐसे असफल चयनित आवेदक द्वारा आवेदन के समय जमा की गई अर्नेस्ट मनी की राशि को जप्त कर अहाता निर्देश की कंडिका 13.1 अनुसार राज्य में कहीं भी कोई आबकारी लायसेंस धारण करने से भविष्य में वर्जित कर दिया जायेगा। जिला रायगढ़ की 13 मदिरा दुकानों हेतु निर्धारित रिजर्व प्राइज की तुलना में 266 प्रतिशत अधिक बोली प्राप्त हुई है। प्रक्रिया के दौरान सारंगढ़ जिले की 17 दुकानों हेतु भी कुल 44 पात्र निविदाएं खोली गईं। निविदा प्रक्रिया के दौरान कलेक्टर रायगढ़, कलेक्टर सारंगढ़, अपर कलेक्टर, जिला सूचना विज्ञान अधिकारी एन.आई.सी, सहायक आयुक्त आबकारी रायगढ़, जिला आबकारी अधिकारी सारंगढ़ समेत आबकारी विभाग के स्टाफ एवं निविदादाता उपस्थित रहे।
