रायगढ़, 22 मई 2024/ कलेक्टर श्री कार्तिकेया गोयल ने आज यहां कलेक्टोरेट सभाकक्ष में आगामी वर्षा ऋतु में जिले में संभावित बाढ़ जैसी स्थिति से निपटने के लिए आपदा प्रबंधन के संबंध में अधिकारियों की बैठक ली। उन्होंने बाढ़ आपदा प्रबंधन और राहत व्यवस्था के संबंध में सभी आवश्यक संसाधनों की जानकारी लेते हुए तैयारियां सुनिश्चित करने के निर्देश संबंधित विभागीय अधिकारियों को दिए। उन्होंने कहा कि जिले में संभावित बाढ़ प्रभावित क्षेत्रों के साथ ही अन्य स्थानों पर भी नाव, तैराक दल, आवश्यक दवाएं आदि की समुचित व्यवस्था सुनिश्चित कर ली जाए। स्वास्थ्य विभाग को मौसमी बीमारियों की रोकथाम के लिए जीवनरक्षक दवा और लोक स्वास्थ्य यांत्रिकी विभाग को जल स्त्रोत उपचारित करने के निर्देश दिए। इस अवसर पर सीईओ जिला पंचायत श्री जितेन्द्र यादव, एडीएम सुश्री संतन देवी जांगड़े, अपर कलेक्टर श्री राजीव कुमार पाण्डेय, आयुक्त नगर निगम श्री सुनील कुमार चंद्रवंशी सहित विभागीय अधिकारी उपस्थित रहे।
कलेक्टर श्री गोयल ने कहा कि पहुंच विहीन क्षेत्रों में जहां बाढ़ की स्थिति की संभावना रहती है वहां बाढ़ से प्रभावित लोगों के ठहरने, भोजन एवं अन्य आवश्यक व्यवस्थाओं की तैयारी करने के निर्देश दिए। उन्होंने कहा कि जिले के ऐसे क्षेत्र जहां प्रतिवर्ष बाढ़ आती है। इन क्षेत्रों में सतत निगरानी रखने की व्यवस्था की जाए एवं लोगों को आवश्यकता पडऩे पर सुरक्षित स्थानों पर पहुंचाने व उनको ठहराने के लिए राहत कैम्प आदि की सम्पूर्ण योजना तैयार कर ली जाए।
कलेक्टर श्री गोयल ने जिला एवं तहसील स्तर पर बाढ़ नियंत्रण कक्ष की स्थापना करने के निर्देश दिए। बैठक में पुलिस सुरक्षा की व्यवस्था, नगर सेना द्वारा बाढ़ आपदा के बचाव सुरक्षा उपकरणों की तैयारी पर चर्चा किया गया। सभी तहसीलों से प्रतिदिन वर्षा रिपोर्ट की जानकारी 01 जून से नियमित रूप से देने के निर्देश दिए गए। इसी प्रकार खाद्य विभाग को इन क्षेत्रों में पर्याप्त राशन, केरोसीन एवं गैस के स्टॉक रखने के निर्देश दिए। स्वास्थ्य विभाग को जलजनित बीमारियों के रोकथाम हेतु दवाईयों के साथ सर्पदंश से बचाव हेतु इंटीवेनम की पर्याप्त मात्रा सुनिश्चित करने के निर्देश दिए। उन्होंने कृषि विभाग को फसल क्षति के आंकलन तत्काल तैयार करने एवं फसलों के बचाव हेतु बल्क मैसेज के माध्यम से संदेश, पशु विभाग को पशुओं के टीकाकरण, परिवहन विभाग को वाहनों की व्यवस्था, जल संसाधन विभाग को बांध के जल स्तर के नियमित मॉनिटरिंग एवं पानी छोडऩे से पूर्व सूचना, पीडब्ल्यूडी को केलो बांध में पानी छोडऩे की स्थिति में चक्रपथ डायवर्सन, वन विभाग को बांस बल्ली तथा आयुक्त नगर निगम को शहरी क्षेत्र में राहत केन्द्र स्थापित करने के संंबंध में निर्देश दिए।

बैठक में कलेक्टर श्री गोयल ने डीईओ से शिक्षा के अधिकार के तहत स्कूलों में प्रवेशित बच्चों की जानकारी लेते हुए स्कूल ड्रॉप आउट बच्चों के कारण सहित जानकारी उपलब्ध करवाने के निर्देश दिए। इसी प्रकार उन्होंने पर्यटन विभाग से जिले में सैलानियों के लिए उपलब्ध सुविधाओं की जानकारी उपलब्ध करवाने के निर्देश दिए। इस दौरान उन्होंने वर्तमान में बच्चों के लिए आयोजित समर कैम्प की जानकारी ली। विभाग द्वारा जानकारी दी गई कि स्कूली बच्चों को विभिन्न प्रकार के शैक्षणिक भ्रमण एवं विभिन्न गतिविधियां आयोजित की जा रही हैं। इस दौरान उन्होंने जल प्रदाय योजना की विकासखण्डवार अद्यतन प्रगति की समीक्षा की। उन्होंने आंशिक रूप से पूर्ण, पानी सप्लाई बंद एवं जल प्रदाय अप्रारंभ कार्यों की विस्तृत जानकारी उपलब्ध कराने के निर्देश दिए।
